International Conference “NATO Summit in Warsaw : Tackling New Threats”

On the 12th of May, 2016 in the conference hall of the ”Codru Hotel” the International Conference “Warsaw NATO Summit: Tackling New Threats” took place. The event was organized by Information and Documentation Centre on NATO in cooperation with the Embassy of Poland in Chișinău (NATO’s point of contact) and NATO’s Public Diplomacy Division. The conference was attended by more than 140 participants: national and international experts, representatives of state institutions, international organizations and diplomatic bodies, the civil society, the academia and mass media.

The conference commenced with the opening speech of Ms. Lilian Darii, Vice Minister of Foreign Affairs and European Integration of the Republic of Moldova, and His Excellency Artur Michalski, the Ambassador of Poland in the Republic of Moldova.

Mister Lilian Darii mentioned that the Euro-Atlantic cooperation does not interfere with the neutrality of the state, having the objective of modernising the security system in correspondence with the Euro-Atlantic standards. His Excellency Mr. Michalski emphasised the importance of upcoming NATO Summit 2016, from the perspective of Poland, which is hosting the Summit in Warsaw, 8-9 July.
The first speaker at the panel: „The way to the NATO Summit from Warsaw: Achievements and Perspectives” was: Mr. Anatol Șalaru, Minister of Defence of the Republic of Moldova. He held a speech regarding the partnership between Moldova and NATO. Ms. Șalaru marked the main domains of cooperation between Moldova and NATO and highlighted that this collaboration has contributed to the consolidation of defence capabilities and enhanced resilience, transforming Moldova from a consumer of security into a security provider.
Mrs. Malgorzata Kosiura-Kazmierska, Deputy Director, Security Policy Department of the Ministry of Foreign Affairs of Poland, addressed the matter of the future of the North-Atlantic Alliance and pointed out what the international community can expect form the Warsaw Summit. Mrs. Kosiura-Kazmierska outlined the main problems of the European security: in the East – the Russian’s Federation Resurgence and in the South – the refugee crisis, revealing the main priorities of the Warsaw Summit.
His Excellency Mehmet Selim Kartal, the Ambassador of the Republic of Turkey in the Republic of Moldova held a speech regarding credibility building and crisis management. Mr. Ambassador mentioned that after the Ukraine conflict, the European security become more unstable, but also more interconnected, providing new challenges and opportunities for regional cooperation.
His Excellency James D. Pettit, the Ambassador of the United States of America in the Republic of Moldova held a speech on the theme Republic of Moldova between West and East: NATO’s extension and the Geopolitics of Eastern Europe. Mr. Ambassador presented the way the Alliance has transformed over the decades and its role in the new regional environment.
Mrs. Tanya Hartman, Political Affairs and Security Policy Division of NATO, in her speech re-evaluated the role of NATO’s partnership from the perspective of common values and interests. In her presentation, Mrs. Hartman reiterated that the cooperation between Moldova and NATO does not violate the neutrality of the state or prevent cooperation with other development partners in the East.
His Excellency Pirkka Tapiola, the Head of EU Delegation in Moldova spoke about the EU neighborhood policy and the impact on the countries of Eastern Europe. In his presentation Mr. Tapiola said that the EU provides several mechanisms for cooperation with partner countries particularly in the security field.

Within the second panel: „The Transformation of the European Security Environment” participated international experts from Poland, Romania, Ukraine, Georgia and Moldova. The main subject of discussion addressed by the experts was the necessity to identify new approaches regarding the Russian Federation, that changed the regional security environment through its actions in Ukraine; the hybrid war; NATO and Collective Security and the fall of „The New Iron Curtain” in Eastern Europe.
At the discussions participated Mr. Zbignev Pisarski, the President of the Casimir Pulaski Foundation from Poland, Mr. Iulian Chifu, the President of the Center of Conflict Prevention and Early Warning from Romania, Mr. Yevhen Mahda, co-founder of the Hybrid War Resistance Bureau from Ukraine, Mr. Zurab Agladze, lecturer at the Georgian Institute for Public Affairs and Mrs. Natalia Albu, superior scientific researcher at the Science Academy of Moldova. The panel was moderated by Mrs. Elena Marzac, Executive Director, Information and Documentation Center on NATO from Moldova.

The International Conference “Warsaw NATO Summit: Tackling New Threats” is the most significant event of the „NATO Week” project, that has the objective to provide recent information regarding the cooperation between NATO and Moldova and to raise awareness through the civil society regarding the North-Atlantic Alliance.
